Understanding CPC for HGV drivers
What is Driver CPC ?
Driver Certificate of Professional Competence (Driver CPC) is a new qualification for professional lorry, bus & coach drivers. It has been introduced across Europe with the aim of improving road safety and helping to maintain high standards of driving.
Any drivers of lorries over 3.5 tonnes or bus & coach drivers must obtain a Driver CPC.
New drivers – Must obtain their Driver CPC by passing a series of initial qualification tests – theory and practical. This must then be followed by 35 hours of periodic training every five years to retain their Driver CPC after that period.
Drivers who hold an existing licence – Lorry drivers who obtained their licence before 10 September 2009 and bus & coach drivers who hold a relevant vocational licence gained before 10 September 2008 do not need to take the initial qualification. This is because they are deemed to hold ‘acquired rights’. However, they will have to complete 35 hours of periodic training.
- Driver CPC is valid for five years.
- New drivers who have qualified via the initial qualification route will receive a Driver Qualification Card (DQC), which they can show as proof that they hold Driver CPC.
- Existing drivers will receive their DQC when they have completed their 35 hours of periodic training. Their DQC will be valid till 9 September 2018 for PCV drivers and 9 September 2019 for LGV drivers. Holders of both licences will be covered by one DQC and only need to take 35 hours of periodic training in five years once. Also holders of both licences will have their DQC valid for all groups (HGV & PSV) till 9 September 2019

- Bus & coach drivers – 9 September 2013 (PCV)
- Drivers of lorries over 3.5tonnes – 9 September 2014 (HGV)
April’s Driver CPC statistics released by the Driving Standards Agency (DSA) show that good progress is still being made in the run up to the first training deadline (for bus and coach drivers).
According to the official statistics there are almost 625,000 drivers who are active in periodic CPC training. The industry initially estimated that there are around 625,000 – 800,000 drivers who will need to be trained and have acquired a DQC. The DSA believes that CPC training is on target to meet both the PCV and HGV deadlines in 2013 and 2014 respectively.
